JOVAN SPAIĆ was born August 17, 1947 in Zenica. In 1972 he completed his law studies at the University of Sarajevo as Bachelor of Law. After graduation, from December 1, 1972 he worked in Municipality Court in Zenica as judge trainee. In March 31, 1975 he passed the qualifying exam for judges and served as investigative judge and later as Chamber presiding Judge in this Court. From April 2 to September 30, 1988 he served as secretary general of the Public Administration Secretariat in Zenica municipality. From June 1, 1988 to March 31, 2003 Mr Spaic held positions of Municipality public Prosecutor, Senior public Prosecutor, deputy Primary Prosecutor, deputy County public Prosecutor, deputy Republic Prosecutor and Republic Prosecutor. From July 1, 2004 to November 30, 2004 Mr Spaic served as advisor to the Ministry of Internal Affairs of Republika Srpska
